13 States With Republican Governors Opt Out of Summer Food Program for Kids, Idaho Capital Sun, June 29, 2024 Idaho and Utah are among 13 GOP-led states that have declined to participate in the new Summer EBT Program in the summer of 2024. The program will provide eligible families with $120 in federally funded grocery benefits for each school-age child who is eligible for free or reduced-price school meals. Kelsey Boone, senior child nutrition policy analyst at FRAC, says, “For most states, the trade-off ends up being that for all that’s being spent on administrative costs, the benefits of the program far outweighs it.
